Solar has to be agreed by whoever owns the roof

We are not able to help renters, and we would rather say so at question two than take your phone number first. If you can speak to your landlord or building owner, they are welcome to come back to us themselves.

In the meantime, if your electric bill is the problem, your utility almost certainly runs an energy assistance or efficiency program that is open to renters. It is worth a call to them.

Under Florida Administrative Code Rule 25-6.065, monthly excess generation is credited at the full retail rate and annual excess is paid out at avoided cost. This applies to the investor-owned utilities including FPL and Duke Energy Florida. Municipal utilities and electric cooperatives set their own rates and are not bound by the rule, which matters in parts of Southwest Florida served by LCEC.

HB 741 would have phased residential net metering down to wholesale rates. It was vetoed on April 27, 2022 and never became law. Net metering in Florida is rule-based and is periodically revisited, so it should not be treated as guaranteed for the life of a system.

Important for Florida. Power purchase agreements are not available to residential customers in Florida. Under Florida Public Service Commission Order 17009, selling electricity to a retail customer makes the seller a public utility. Florida homeowners seeking a no-upfront-cost option are offered a solar lease, not a PPA.
Federal, state, local and utility incentives change, and many have ended or been reduced. The federal residential clean energy tax credit (Internal Revenue Code section 25D) is not available for systems placed in service after December 31, 2025. What “no upfront cost” means. “No upfront cost” and “$0 down” refer to qualifying solar lease or power purchase agreement (PPA) financing, under which eligible homeowners may have no out-of-pocket cost at the time of installation. Solar panels are not free. Under a lease or PPA a third-party finance company owns the system and the homeowner makes monthly payments, typically over a 20 to 25 year term, often with an annual price escalator. Total payments may exceed the cash price of a comparable system. Eligibility depends on homeownership, credit, roof condition, shading, utility provider, location and other underwriting factors, and is not guaranteed.

Florida solar questions

Can I get a solar PPA in Florida?
No. Under Florida Public Service Commission Order 17009, selling electricity to a retail customer makes the seller a public utility, which restricts third-party power purchase agreements. Solar leases are permitted and are the route to a no-upfront-cost system in Florida. Anyone advertising a residential PPA in Florida has either not checked or is not telling you the truth.
Does Florida still have 1:1 net metering?
Yes, for customers of the investor-owned utilities, under Rule 25-6.065. HB 741 would have cut it in 2022 and was vetoed. Municipal utilities and cooperatives are not bound by the rule and set their own arrangements, so in parts of Southwest Florida it depends on who bills you.
Is there a Florida solar grant?
No. There is no residential solar grant in Florida. What exists is a set of state incentives, tax exemptions and financing structures, all of which are set out on this page with the source for each figure. Any website offering you a Florida solar grant is using a word that does not describe anything real here.
Can I still get the 30 percent federal tax credit in Florida?
Not if you are buying the system. Section 25D was terminated for anything placed in service after December 31, 2025. The 30 percent still exists under Section 48E but it is claimed by the company that owns the system, which means a lease or PPA finance company. Full explanation here.
